Romania Starts Construction of Two New 400 kV Lines Reshaping Its Northern Power Grid

Something significant is happening in northern Romania’s energy landscape, although the news has passed almost quietly. Transelectrica has already brought teams on the ground for two major 400 kV transmission lines, works that, once completed, will redraw how electricity moves between Transylvania, Moldavia and even across the border into Moldova. Engineers familiar with the projects say the upgrade has been discussed for years, but the start of the actual construction phase marks a turning point that many in the sector were waiting for.

A Line Through the Mountains That Changes the Map

The first development, the Gădălin to Suceava line, is a project that sits in a category of its own. At roughly 260 kilometres, it will become the longest high-voltage line Romania has ever attempted. Its path is not simple: parts of it cut through the Carpathian foothills, while others run across farmland and small towns that are slowly adapting to the idea of hosting new transmission infrastructure.

People from several of the communities involved say they have been seeing survey teams for months, long before the public announcement. With around forty localities along the route, the project has forced Transelectrica to balance engineering needs with local sensitivities, something that often takes time. The construction contract, signed in August 2025 with Electromontaj SA and ELM Electromontaj Cluj, carries a price tag of RON 688.3 million before VAT. It is also supported through the EU’s Modernization Fund, which explains part of the pressure to move forward without major delays.

Suceava and Botoșani Prepare for a Higher-Voltage Future

Further east, another set of teams is working on the Suceava to Bălți line. The Romanian portion stretches just over 93 kilometres and passes through seventeen communities. For Botoșani County, the project is more than a new piece of infrastructure. It will be the first time the county connects directly to the 400 kV network, something local officials have been requesting for more than a decade to strengthen the region’s weak points in electricity supply.

The contract for this line was actually signed earlier, in March 2025, also with the Electromontaj partnership. The investment is smaller than that of the Gădălin line, at around RON 133.4 million before VAT, but carries strong geopolitical weight because it leads right to the Moldovan border, where the connection continues toward Bălți.

A Corridor Built for a Different Regional Reality

People inside the energy sectordescribe the two projects as part of a broader shift rather than isolated upgrades. Moldova continues adjusting its electricity system to European operational rules, and the existing interconnection has often been stretched during high-demand periods. Romania, with its larger and more diverse generation mix, has become a natural stabilising partner, and the Gădălin–Suceava–Bălți axis is expected to reinforce this role.

There is also a domestic angle. Northern Romania has historically been underserved by east–west high-voltage lines. When wind generation surges in certain parts of the country, operators sometimes struggle to redirect power without overloading the network. The new corridor gives them more room to manoeuvre and should reduce some of the bottlenecks that have caused frustration during peak renewable output.

On the Ground, Progress Moves in Uneven Waves

Although both projects are still in their early stages, signs of activity are visible in several counties. Land access negotiations, environmental paperwork and soil studies are moving forward at different speeds depending on local conditions. In some places, the terrain helps; in others, the presence of forests or protected areas slows the pace. Several local mayors have confirmed that construction crews have already begun marking out areas where pylons will eventually rise.

The economic impact of these works is expected to vary from one region to another. Construction teams will bring temporary employment, while some areas may benefit from upgraded access roads or related infrastructure that remains after the project is completed.

What the Network Might Look Like After Commissioning

When both lines are finally energised, the northern part of Romania’s grid will look very different from what exists today. The new corridor, stretching from central Transylvania all the way to the Moldovan border, will make the system more resilient and far easier to balance. Operators will have more flexibility at peak hours, more capacity to absorb renewable energy and a more reliable path for cross-border exchanges.

For Moldova, the Suceava–Bălți connection is more than an engineering project. It represents an opportunity to anchor its energy system closer to Europe, reduce vulnerabilities and access Romanian support more efficiently when needed. For Romania, the benefits are both strategic and practical: a stronger, more modern grid and a clearer direction for future development.
