Bulgaria’s AI Ambition: Can the Country Power the Next Generation of Gigafactories?

The global race for artificial intelligence is no longer about algorithms alone; it is about energy, infrastructure, and speed. Talks are reportedly underway for the development of a massive AI gigafactory powered by more than 100,000 GPU chips and consuming up to 500 megawatts of electricity. These figures would place Bulgaria among the few European countries capable of supporting such advanced facilities. The big question remains: is Bulgaria ready?

Energy and Infrastructure: The New Foundations of AI

Artificial intelligence has evolved beyond software; it now depends on physical power. Every model and every training process consumes enormous amounts of energy. Nations that can guarantee stable, clean, and abundant electricity are becoming magnets for next-generation data investments.

Deputy Minister of Energy Krasimir Nenov underlined this connection during the iN Sofia 2025 conference. According to him, reliable energy supply and local co-location of data centers near production sites are essential. “The closer we place consumption to generation, the more efficient the entire energy system becomes,” Nenov explained, pointing to the potential of nuclear energy and low-emission technologies as key enablers.

Bulgaria’s nuclear expertise, particularly around Kozloduy, offers strategic advantages. Yet experts warn that infrastructure alone is not enough. Dobroslav Dimitrov, member of the advisory boards of BRAIT and BASSCOM, stressed the importance of social and human factors: “Highly qualified experts won’t move to isolated areas. They’ll choose Sofia, Burgas, or other cities offering both technology and lifestyle.” In short, energy may be the backbone, but people remain the heart of the equation.

Speed as Bulgaria’s Competitive Edge

Experts argue that Bulgaria can stand out by offering fast-track approval processes, pre-zoned land, and ready-to-build sites with immediate grid access.

“Our only real advantage is time,” said Dimitrov. “We cannot buy it, but we can save it for investors.” Detailed maps showing available substations, 400 kV transmission lines, and state-owned land plots could become a decisive selling point in negotiations with hyperscalers such as Google, Meta, or IBM.

While other countries like Germany struggle with grid constraints, Bulgaria already possesses underutilized capacity. However, as Dimitrov cautions, certain EU Green Deal rules currently limit how effectively this infrastructure can be deployed. He called for temporary regulatory flexibility, since the world is moving at a pace that Europe risks missing.

The Network Is the Future

According to Angelin Tsachev, CEO of Bulgaria’s Electricity System Operator (ESO), the grid is more ready than many assume. “Over the past six months, we have already connected one data center, with six more in progress,” he said. While not every location can support 500 or 1,000 MW loads, Bulgaria’s network offers multiple zones with sufficient redundancy, meeting standards such as N-1 and N-2, the same as for nuclear facilities.

Beyond electricity, ESO can also provide secure data connectivity through its dedicated fiber network. This is an often overlooked advantage for AI infrastructure. Still, Tsachev warned that continued investment in regional interconnections and energy storage is essential to avoid competition between existing industries and new large-scale digital consumers. Without accelerated development of generation capacity and storage, Bulgaria risks tension between future data centers and current energy-intensive users.

Experts at the forum repeatedly emphasized that artificial intelligence represents the fifth industrial revolution, a fundamental shift comparable to the rise of the internet or mobile communications. However, Europe’s focus on regulation instead of acceleration risks leaving it behind.

“Europe produces the talent, but the innovation gets commercialized in the U.S.,” Dimitrov argued. “We are becoming a talent donor instead of a technology creator.” To change this, Bulgaria needs policies that retain human capital, incentivize innovation, and create an ecosystem where AI, energy, and education intersect.

Building the Ecosystem: From Energy to Talent

For AI to thrive, three elements must align: energy security, infrastructure, and people.

Maria Yaneva, COO of Bulgarian energy company IPS, summarized it succinctly: “Data and energy are the two currencies of the future. Their intersection is talent, meaning how we train, retain, and empower people to innovate here.”

According to her, energy storage technologies such as large-scale batteries act like time machines for the energy sector. They make renewable energy more reliable and can bridge the gap between daytime solar generation and nighttime consumption. Deputy Minister Nenov added that cooperation between academia, entrepreneurship, and government is critical. Regulation should not block investors; it should reduce risk and create opportunity.
